Covert Surveillance 

Surveillance is defined as the secretive and continuous observation of persons, places, and things to obtain information concerning the activities and identities of individuals.  Surveillance, as it is practiced by Sigma agents, is a hidden or secret activity designed to be carried on without the  subject’s knowledge.  When other investigative approaches fail or are impractical or impossible, covert surveillance can be relied on to accomplish the investigative mission.
